Grove-White, 33, a former back-row forward, became the 13th Scot to receive a referee cap, with SRU President Keith Wallace doing the honours at Scottish Gas Murrayfield.

Referee caps are awarded to those who have officiated at an international match in the men’s game involving a Tier 1 union and are still alive.

Grove-White, who hails from Montrose, follows on an illustrious list: Allan Hosie; Jim Fleming MBE, Brian Anderson, Norman Sanson, Ken McCartney, Eddie Murray, Iain Ramage, Chuck Muir, Malcolm Changleng, Rob Dickson, and his contemporaries, Hollie Davidson and Mike Adamson.

Pictured: Sam Grove-White flanked by fellow referee cap holders, Mike Adamson and Hollie Davidson.

He said: “Receiving this referee cap means a great deal to me. Getting the chance to take charge of England vs USA in Washington this past summer was a huge moment in my career, and one I’ll never forget.

“I’ve had a lot of support along the way from family, friends, and the refereeing team and community in Scotland and this recognition reflects all of their input as much as my own.

“To join such a small group of Scottish referees is special, and it’s given me real motivation to keep improving and earn more opportunities at the highest level.”

Grove-White took up refereeing at Montrose Academy, after he had sustained an ankle injury playing badminton!

Refereeing was in the blood, as his uncle, David Jack, was a renowned official in Scotland’s domestic game.

Pictured: Sam (second-from-right) with representatives of Montrose RFC, including Bob Easton (far-right).

Encouraged by David and by Duncan Campbell at the Montrose club, Sam would analyse games during his breaks when he worked at the Inverbervie sports centre.

The headlines from his career to date:

  • Some 56 URC games from his debut at Leinster v Dragons in 2017.
  • Some 12 EPCR Challenge Cup matches and seven EPCR Champions Cup contests.
  • He made his Test debut as a referee at Portugal v Belgium in the Rugby Europe Championship in 2020.
  • His Tier 1 debut was in Washington back in July when he controlled USA v England – a game affected by a dramatic thunderstorm!
  • He has handled some 12 Test matches, most recently Romania v the USA last month, his fourth time refereeing Romania.
  • His Tier 1 debut as an assistant referee was Italy v NZ in 2021 and he made his Six Nations Championship AR debut earlier this year at Italy v Wales, following up as AR at both Australia v Argentina matches in the Rugby Championship
  • In sevens, Sam was on the HSBC World Series circuit for four years and refereed a thumping 141 matches, the highlight of which was the Hong Kong 7s final between South Africa and Fiji in 2017.

Andrew Macpherson, Scottish Rugby’s High Performance Match Official manager, said: “Congratulations to Sam, who like Mike and Hollie, works diligently on his game and seeks to maintain high standards.”

Scottish Rugby will undertake further research to ensure we have an accurate list of referees who have controlled Women’s international matches involving Tier 1 unions, to further broaden the scope of our referee caps in due course.

Only days out from refereeing the Women’s Rugby World Cup 2025 final, Scotland’s Hollie Davidson has been presented with the World Rugby Referee Award in partnership with Emirates at the Women’s Rugby Global Summit in London on Thursday.

Davidson is the second Scottish official after Jim Fleming to receive the accolade, which recognises international men’s and women’s referees, in sevens or 15s, who have made a significant contribution to the game of rugby.

She is the third female recipient, following in the footsteps of Alhambra Nievas – who shared the award in 2016 with fellow Olympic Games gold medal match referee Rasta Rasivhenge – and Joy Neville, the Women’s Rugby World Cup 2017 final referee.

Davidson has been a trailblazer for female match officials in recent years, continually setting first after first as one of the most experienced referees in the game with more than a quarter of her 46 matches in the middle having come in the men’s test arena.

She was the first to referee a Men’s Six Nations team when she led an all-female team in Italy’s 38-31 win over Portugal in June 2022, before completing the Rugby World Cup final double in sevens and 15s only 62 days apart later that year.

In the last two years, Davidson has refereed a Rugby Championship team in world champions South Africa in July 2024 and a match involving a Men’s Six Nations and Rugby Championship team with the Springboks’ test with Italy this July.

Davidson also became the first female assistant referee in both the Men’s Six Nations and Rugby Championship in 2024, the first to referee at the World Rugby U20 Championship that year and more recently took charge of the European Rugby Challenge Cup final between Bath and Lyon in May.

This weekend Davidson will add another first when she takes charge of her second Women’s Rugby World Cup final before a sold-out Allianz Stadium, the first female to achieve the feat and only the third in history with South Africa’s Andre Watson refereeing the men’s Rugby World Cup final in 1999 and 2003 and Ed Morrison of England with the men’s title decider in 1995 and the women’s final in 1998.

Andrew Macpherson, Scottish Rugby’s High Performance Match Official Manager, said: “On behalf of everyone at Scottish Rugby, I want to say a massive congratulations to Hollie on receiving this recognition. She has been a genuine trailblazer, continually pushing boundaries and paving the way for women in refereeing.

“Her outstanding accomplishments on the world’s biggest stages have raised the bar and inspired new people – especially women – to pick up the whistle. I am so proud all she has achieved, and we’ll look forward to seeing her take charge in the Women’s Rugby World Cup Final this Saturday.”

Across the pool stages of the competition, Davidson will oversee Brazil’s first-ever Women’s Rugby World Cup match when they face South Africa in Northampton on 24 August. She will further take to the middle to referee Canada v Wales at Salford Stadium in Manchester on 30 August, and New Zealand v Ireland at Brighton& Hove Albion Stadium on 7 September.

Her appointment marks another significant milestone in a career that has already seen her referee at the highest level of the sport, including the final of the 2021 Rugby World Cup in New Zealand (played in 2022) between the Black Ferns and the Red Roses.

This tournament will round off another exceptional year for Davidson, who made history by becoming the first female referee to officiate an EPCR Final, overseeing the Challenge Cup Final between Bath Rugby v Lyon Olympique Universitaire, and last weekend became the first female referee to officiate a Tier One Test match in the summer when South Africa took on Italy.

After his involvement across the Men’s and Women’s Six Nations for the last two years, Andrew McMenemy has been named among the six Television Match Officials (TMOs) for the tournament.

As part of the Emirates World Rugby Match Officials panel, McMenemy’s role will be vital in ensuring accuracy and fairness in some of the most high-stakes moments of the competition. His experience and decision-making will support on-field referees across four fixtures during the pool stages: USA v Australia on 30 August, France v Brazil on 31 August, Wales v Fiji on 6 September and Japan v Spain on 7 September.

Davidson and McMenemy’s involvement further underscores Scotland’s growing presence within international rugby officiating. Their contributions will play a key part in delivering a world-class tournament, which kicks off on 22 August when hosts England take on USA at the Stadium of Light in Sunderland.

Norman Sanson, proud son of Troon in Ayrshire, was a truly outstanding referee in the 1970s.

The cap presentation – following on from similar ceremonies involving Allan Hosie, Hollie Davidson, Mike Adamson, Ken McCartney, Eddie Murray, Iain Ramage, Chuck Muir, Malcolm Changleng, Rob Dickson, Brian Anderson and Jim Fleming – took place at Sanson’s former club, London Scottish last weekend.

And the London Scottish first XV did Sanson proud too, posting a 60-33 Championship win against Cambridge.

Sanson, now 81, was revered for his application of the advantage law and his fearlessness in abhorring foul play, underlined when he sent off both Geoff Wheel and Willie Duggan in the 1977 Five Nations Championship match between Wales and Ireland.

A graduate of Glasgow University, Sanson was based initially in Newcastle, where he worked with Proctor & Gamble, before he moved to London where he eventually headed up the London office of the global consultancy, McKinsey.

His first international match was Wales v France in Cardiff in 1974 and he went on to referee some 17 other international fixtures involving the likes of South Africa, Ireland, Japan, Romania, Australia, Argentina, England and New Zealand.

He had the honour of refereeing the Barbarians against the British Lions in 1977, as part of the Queen’s Silver Jubilee, and his final international was a narrow 10-9 win for New Zealand against England at Twickenham in 1979.

Scottish Rugby’s vice president, Hazel Swankie, presented the cap.

She said: “Norman was ahead of his time as a referee, a great standard-bearer, truly outstanding. He thoroughly deserves to receive his cap.”

Sanson said: “I am deeply touched.  This (cap) will have pride of place in my smallish collection of memorabilia.”

It is also the first time a Scottish Rugby referee has been selected to officiate a European final since Jim Fleming took charge of Bath v Brive in the 1998 Heineken Cup.

The appointment adds further to another exceptional year for Davidson, who was involved in the men’s and women’s Six Nations and will become the first female referee to officiate a tier 1 test match in the summer when Springboks face Italy. Later this year she will also referee in the 2025 Women’s World Cup after officiating the final in the 2022 tournament.

She will be assisted by Mike Adamson, who has been selected as the TMO for the final, which takes place at the Principality Stadium, Cardiff on Friday 23 May.

Davidson said: “European rugby is the pinnacle of the professional game and to be named as the Challenge Cup final referee is something that I never thought was possible when I was starting out. It’s been a long time since a Scot has done a final, so I’m just absolutely over the moon to be named as the referee for such a big game.

After refereeing regularly during the URC season, Davidson has said that keeping her processes the same will be important.

She said: “A lot of the prep is done during the year leading into these big fixtures. I will trust that I’ve done the work leading into the game and trust that my processes are in place. I just need to go out there and do what I’ve been doing for the rest of the season. That’s why I’ve been picked for this game.”

Davidson has had a whirlwind year so far, starting last summer where she took charge of South Africa v Portugal but has also taken huge learnings which will aid her in the future.

She said: “It’s been an intense year for sure. It all kicked off with that Springboks game in the summer. November was not the easiest of windows and I had to do a lot of learning and mature in my refereeing. It’s been a big year of development. I want to be one of the best referees in the world, so for me to be able to do that, I need to be put into challenging environments so that I can test myself against the best in the world.

“This year I refereed in the Six Nations for the second year in a row. The level of scrutiny on that tournament is unbelievable and ensures your standards need to be as high as possible. Last year I was nervous for my first Six Nations game but this year I was just excited. That probably shows the growth I’ve had that I’m looking forward to these big occasions.”

Davidson has a strong support team around her at Scottish Rugby including Mike Adamson who will join her in Cardiff next weekend.

She said: “The work that Andy Macpherson and JP Doyle have been putting in with us over the past couple of years to really align us as a group has been great and it’s great to share these moments with colleagues, yes, but friends as well.

“Me and Mike (Adamson) have been through this whole journey together, so to share a moment like this with him is so special. I think soon enough he’ll be one of the best TMOs in the world. For him to get this pretty much in his first year of TMOing is fantastic.”

Davidson will referee South Africa against Italy at Loftus Verfield in Pretoria, fresh from officiating the Springboks last year against Portugal.

Hollie will be joined by Mike Adamson and Sam Grove-White in officiating a number of summer internationals this year, with all three involved in England XV v France XV at the Allianz Stadium in June, with Davidson taking charge, Grove-White appointed as an assistant referee and Adamson as Television Match Official (TMO).

On Saturday 5 July, Grove-White will then take charge of USA v Belgium as he continues his own path to officiate more international matches.

Adamson will assume the role of TMO and FPRO (Foul Play Review Officer) in a number of games including Argentina v England.

On the appointments, Andy Macpherson, Scottish Rugby’s High Performance Match Official Manager, said: “Every international window represents an opportunity for our officials to gain more valuable experience at the top level.

“This summer the three best referees in the country have been rewarded with their performances this year and it all starts at the Allianz Stadium when the three of them will work together for the England XV v France XV match.

“All of these occasions will continue to help them as they look to progress.

“Hollie is a continual record-breaker and we are proud of her ongoing achievements. She has a big year ahead with the Women’s World Cup following the summer internationals which is a big aim for her.

“Sam is progressing quickly and his appointment to the USA match against Belgium is just reward for his performances this year.

“Mike has already gained Six Nations experience as a TMO and to be involved at the top level once again is what he deserves given his dedication and the way he has officiated URC matches this season.”

Adamson, 40,  who represented Scotland in the Commonwealth Games and Rugby World Cup 7s as a player and took to the Olympic Games stage as a referee, was presented with his cap in a ceremony this afternoon at Scottish Gas Murrayfield Stadium by SRU President Keith Wallace.

The President said: “Mike, a product of Dollar Academy, was nimble, agile and smart as a player, whether helping Glasgow Hawks to lift the Scottish Cup in 2007, earning a pro contract with Glasgow Warriors and London Scottish, or making a fantastic contribution to Scotland sevens in the abbreviated game.

“The class which characterised his game as a stand-off and scrum-half, shines brightly as a referee and always has done from his transition as a player some 12 years ago.

“Mike said he wanted to stay involved at the highest level of the game when he stopped playing and he continues to do that.

“You can look at the 13 Test matches he has refereed – including England v Italy in the men’s Six Nations Championship in 2021, the first Scot to referee in that competition in 19 years.

“You can look at his 22 matches in the EPCR Champions Cup or his 87 matches in the United Rugby Championship in its current guise and its previous iterations.

“But if ever there was an illustration of his quality, it came when rugby returned to the Olympic Games in Rio in 2016.

“Mike was not only entrusted with the opening game of that landmark competition, he went on to officiate at the semi-final too and but for Great Britain’s qualification for the final against Fiji, would surely have taken charge of that pinnacle too.

“It Is always great when a professional player stays in the game after finishing. Mike is a fantastic example of this by serving the game with a second successful career.”

Adamson became the third recipient of a Scottish Rugby referees’ cap, following the inaugural presentation to Allan Hosie, at his home in Ayr last month and the capping of his fellow half-back, Hollie Davidson at Scottish Gas Murrayfield earlier this month.

The cap is awarded to living referees who have controlled a Test match involving a Tier 1 union.

A further presentation will take place next month, as part of the centenary celebrations of Murrayfield stadium.  On Friday 21 March, a further eight Scotland international referees will receive their referee caps.

Keith Wallace added: “We all know that without the referee, we have no game.  I am very proud that we have extended our retrospective caps project – which has seen players in the male and female game gain the ultimate recognition – to now include referees.

“Our research in this area is ongoing and we may yet choose to extend the scope of referee recognition.”

Mike Adamson said: “Being part of a high-performance environment as a player was something I loved, and it’s been great to continue experiencing that as a referee.

“This achievement isn’t just mine – it belongs to my family, friends, and colleagues who have been there for me every step of the way. Their support, encouragement, and belief in me means so much, and I can’t thank them enough. Today is as much about them as it is about me.

“After 12 years of refereeing, the game continues to challenge me in new ways. I’m grateful for every opportunity this role has given me so far and excited for what’s to come.”

Davidson, 32, who hails from Aboyne, was presented with her cap in a ceremony this afternoon at Scottish Gas Murrayfield Stadium by SRU President Keith Wallace.

He said: “Hollie is an outstanding referee, following in the footsteps of our finest match officials. She exudes a calm authority and allows the players to take centre stage.

“Like so many referees, Hollie took up the whistle after injury ended her playing career.  While a dodgy shoulder meant her dream of becoming a Scotland player at scrum-half was thwarted, she is now scaling the heights as a Test match referee. And I firmly believe there is more to come from Hollie.”

Davidson became the second recipient of a Scottish Rugby referees’ cap, following the inaugural presentation to Allan Hosie, at his home in Ayr last month.

The cap is awarded to living referees who have controlled a Test match involving a Tier 1 union in the men’s game.

A further presentation will take place at Scottish Gas Murrayfield Stadium later this month to Davidson’s colleague, Mike Adamson.

Next month, as part of the centenary celebrations of Scottish Gas Murrayfield, on Friday 21 March, a further eight Scotland international referees, will receive their referee caps.

“Our research in this area is ongoing and we may yet choose to extend the scope of referee recognition.”

Davidson’s referee highlights are stellar:

  • Women’s Rugby World Cup final in 2022 NZ v Eng
  • RWC 7s Final in 2022
  • Commonwealth Games 7s Final in 2022
  • Olympic 7s in 2021
  • Debut in EPCR Champions Cup this season
  • Assistant referee in Rugby Championship and Men’s 6 Nations
  • Refereed Women’s 6 Nations title deciders (England v France)
  • Refereed U20 6N and U20 JWC in 2023
  •  URC QF referee in season 2023/24 – Munster v Ospreys
  • Became first female referee to officiate a Tier 1 men’s team when she took charge of Portugal v Italy in June 2022.
  • Has also officiated South Africa and Ireland in their Test matches v Portugal and Fiji respectively last year.

In total she has now taken charge of 11 men’s international matches at all levels of the game and 24 women’s international matches.

Hollie Davidson said:
“I’m honoured to receive this cap and recognition from Scottish Rugby. There are a lot of people behind the scenes that have helped and guided me to where I am today, so this is a thanks to them as well.”
